President Charlie Blair called the meeting to order at 7:07 p.m. All present recited the Pledge of Allegiance to the flag of the United States. Attendees were introduced.
Approval of Minutes: Motion, second, to approve the Minutes of April 28, 2008 as prepared. Motion passed with two abstaining.
Treasurer’s Report: Tom Gibbons said the checking account balance is $3,103.80, and the savings account balance is $3,418.50, for a total of $6,522.30. Motion, second, unanimous, to accept the Treasurer’s report.
CSDA Update: John Fox reported Legislative Days was May 12th. Nominations for the CSDA board are due back the first week of July.
LAFCO Update: Cathy Schlottmann noted the annexations of the beach communities to the Carpinteria Sanitary District and that of St. Athanasius Church to the Goleta Sanitary District have passed. Upcoming items include the Dos Pueblos annexation to the Goleta Water District and the formation of the Santa Rita Hills CSD.
CSDA Legislative Committee: George Emerson said that Mike Gotch, a long-time legislative supporter of special districts, recently passed away. Sacramento is discussing various State budget options. The Legislative Analyst’s Office has said the "robust" lottery plan to balance the budget will not work.
Chapter Website: Larry Meyer asked that anyone with e-mail problems let him know about them.
Guest Speaker: Allan Pfuntner, General Manager of the Mosquito and Vector Management District of Santa Barbara County: Mr. Pfuntner was previously with the Contra Costa County Mosquito and Vector District. He reviewed the history of the Mosquito and Vector Management District of Santa Barbara County, noting the merger of the Goleta and Carpinteria vector districts into the South Coast Vector Control District. Malaria is the historical function of vector districts, controlling mosquitoes. The South County has enhanced services funded with their benefit assessment. Goleta to Summerland is Zone 1. Carpinteria is Zone 2. Enhanced services include mosquito, rodent, and stinging insects. The balance of the County receives surveillance services, primarily for mosquito-borne diseases, including West Nile virus and encephalitis. The North County surveillance is funded by basic property taxes. Mosquito trapping was summarized. The future holds improved techniques for integrated pest management that is more eco-friendly. www.mvmdistrict.org.Mr. Pfuntner asked for an additional location in the Santa Ynez Valley for placement of a sentinel chicken flock. The location should have some shade plus access to water, with mosquitoes in the vicinity.
Executive Board Meeting: The next meeting will be June 4th at Ellen’s, the draft Special District Selection Committee By-laws will be discussed.
Special District Selection Committee By-laws: After discussion, this will be the sole topic at the June meeting.
Future Speakers: County Auditor-Controller Robert Geis will be the July speaker. County Clerk-Recorder-Assessor Joe Holland will be the September speaker.
Adjournment: President Blair adjourned the meeting at 8:00 p.m. The next monthly Chapter meeting will be held Monday, June 23, 2008 at The Meadows Restaurant, Solvang, California.
