President Charlie Blair called the meeting to order at 7:00 p.m. All present recited the Pledge of Allegiance to the flag of the United States. Attendees were introduced.

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of February 25, 2008 as presented, with the later addition of the attendees.

CSDA Report: John Fox said he is trying to schedule ethics training locally. CSDA is currently very busy working on their Legislative Days plus the annual conference.

Legislative Update: George Emerson distributed two handouts. The first contains information detailing 23 bills that CSDA is actively monitoring and seeks comments from special districts to either support or oppose. The second handout contains comments from the Legislative Analyst Office on the proposal regarding the property tax shift from water and wastewater districts to finance parole.

Website Update: Larry Meyer stated he has confirmed that the e-mail list is currently working for all but one recipient. Anyone having problems with Chapter e-mails should phone him directly at (805) 968 – 7420. Larry cautioned all to not respond to junk e-mail unless you are certain it is not a scam.

 

Treasurer’s Report: Tom Gibbons reported the checking account has a balance of $1,521.98; the savings account has $3,406.47, for a total of $4,928.45. Motion, second, unanimous, to accept the Treasurer’s report.

LAFCO Update: John Fox said there was no quorum today of the Special District Selection Committee. The Goleta Cemetery District is not pursuing the annexation of land to its district.

Guest Speaker: President Blair said there is no guest speaker this evening. He apologized for the oversight.

Upcoming Meetings: The Executive Board will meet at Ellen’s at noon on April 2nd. First District Supervisor Carbajal is the speaker for April 28th. Allan Pfuntner, General Manager of the Mosquito and Vector Management District of Santa Barbara County, is May’s speaker.

There was a brief discussion of future speakers. Supervisorial candidates will be invited after the June election.

Adjournment: President Blair adjourned the meeting at 7:35 p.m. The next monthly Chapter meeting will be held Monday, April 28, 2008 at The Meadows Restaurant, Solvang, California.
