There were forty-six people from Santa Barbara County special districts and their guests in attendance, including:

President Larry Meyer called the meeting to order at 8:20 p.m. All present recited the Pledge of Allegiance to the flag. Attendees introduced themselves.

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of October 26, 2009.

Treasurer’s Report: Tom Gibbons reported the checking account has $1,496.69 and the savings account has $4,961.65 for a total of $6,458.54. Motion, second, unanimous, to approve the Treasurer’s report.

LAFCO Report: Cathy Schlottmann noted the process has begun to select an alternate public LAFCO member. There will not be a December LAFCO meeting due to a lack of business.

2010 Slate of Chapter Officers: Charlie Blair announced the proposed slate of 2010 Chapter officers. The election will be held during the January 2010 Chapter dinner meeting. The slate is: Jack Cunningham for President, Tom Gibbons for Vice-President, Larry Meyer for Immediate Past President, Charlie Blair for Secretary, Don Kendig for Treasurer, Larry Wilson for First District, Craig Geyer for Second District, John Fox for Third District, Cathy Schlottmann for Fourth District, Darryl Souza for Fifth District, and George Emerson and Bob Wyckoff for At-large representatives. It was noted that Diane Conn submitted her name to serve as Treasurer.

The vote will be on January 26th. Our meeting will be held at the Goleta Holiday Inn. President Meyer said the vote will be by written ballot, one vote per member district.

Annual Recognition Awards: The recipients of the annual awards are:

Engineer: Steven Bachman, for the groundwater management plan for the Goleta aquifer, nominated by the Goleta Water District, introduced by Bert Bertrando.

Legal Counsel: Fran Farina, for her dedication and research, introduced by Craig Geyer.

General Manager: Mark Nation of Goleta West Sanitary District, for his professionalism and dedication, introduced by Dr. Dave Bearman.

Accountant: Bob Geis, Santa Barbara County Auditor-Controller, for all that he does on behalf of special districts, introduced by Craig Geyer.

Contractor: Joe DeBolt who has served as Vandenberg Village CSD electrician since 1983, introduced by Joe Barget.

Charlie Blair presented a plaque to Larry Meyer for his outstanding year of service as Chapter President.

Guest Speaker: Bruce McPherson, former California Secretary of State, on the California Forward 2010 Reform Plan: Mr. McPherson discussed the current situation with State government, noting the $29 billion deficit projected for the next eighteen months, and said we need to recapture what made us great. California Forward is composed of five foundations concerned with crafting a solution to the state’s dysfunctional condition. Its leadership council has fifteen members working on a modern system. It is a bipartisan group focusing on a workable solution for California’s operation that is acceptable to the voters. Two initiatives are proposed for the November 2010 ballot, one for a sensible and timely budget and the second concerned with general governance emphasizing local governments. The budget would be a two year process with a five year forecast, would pass with a majority vote, and every program would have clear, measurable goals. It would be a "pay as you go" budget. The governance initiative concerns community protection and accountability and is results-oriented. Another possibility would be a constitutional convention on a future ballot. Other ballot initiatives forthcoming include term limits and majority votes instead of a two-thirds requirement. Further information is available at www.caforward.org.
