President Charles Blair called the meeting to order at 6:20 p.m. Attendees were introduced.
Approval of Minutes: Motion, second, unanimous, to approve the Minutes of October 27, 2008 as presented.
Treasurer’s Report: Tom Gibbons reported the checking account has $1,940.49 and the savings account $2,921.04, for a total of $4,862.53.
2009 Chapter Officers: Motion, second, unanimous, to approve the 2009 officers as follows: Larry Meyer for President, Jack Cunningham for Vice-President, Cathy Schlottmann for Secretary, Tom Gibbons for Treasurer, Charles Blair for Immediate Past President, Larry Wilson for 1st District, John Fox for 3rd District, Susan Warnstrom for 4th District, Daryl Souza for 5th District, and Bob Wyckoff and Tony Fox for At-large.
CSDA Update: John Fox reported on a recent CSDA long range planning session. He noted the CSDA Finance Corp. is still financing projects. CSDA is also working on planning & development of CSDA chapters. The 2009 annual conference will be in the Palm Springs area.
CSDA Legislative Update: George Emerson said the state is working on balancing the current budget.
LAFCO Update: Cathy Schlottmann said the next meeting will be February 9, 2009.
Recognition Awards:
R. Baker Inc. received the Contractor of the Year award, nomination by Vandenberg Village CSD, presented by Joe Barget.
Carrie Troup received Accountant of the Year, nomination by various cemetery districts and the Mosquito & Vector Management District, presented by Charlie Blair.
Kevin Walsh received Manager of the Year nominated by Goleta Water District, presented by Jack Cunningham.
President Blair reviewed his year as president and passed the gavel to Larry Meyer. Larry Meyer presented a plaque to Charlie Blair.
Guest Speaker: Jim Raggio, CEO of Lompoc Valley Medical Center: Mr. Raggio reviewed his healthcare district, noting it as an example of good governance. Their successful bond measure was noted and the hospital construction project is progressing on time and on budget. The Lompoc Valley Medical Center District receives annual property tax revenue of $.4-.5 million.
Tea Fire: Kevin Wallace reported on the recent Tea Fire, noting the inter-district cooperation during it. As of 6:00 p.m. today, the fire is out.
Adjournment: President Meyer adjourned the meeting at 8:40 p.m. The next monthly Chapter meeting will be held Monday, January 26, 2009. The location is to be determined.
