Jeanette Hahn

Jeanette Hahn is the Regional Manager for FCS Group’s San Francisco Office, serving the entire state of California. FCS Group is a consulting practice focused on providing utility rate, fee and financial planning services to the public sector and has performed over 1,300 studies for clients across the Western United States since 1988.

With a focus on financial, economic and policy analysis, she manages studies, provides senior-level consulting services and serves as a technical advisor for other consultants in two major disciplines, centered on the costs of public service.

• Utility Finance, including financial planning and revenue requirements, cost of service allocation and rate design, connection charges and capital facilities fees, capital financing strategies and cost-benefit/feasibility analysis
• General Government Resource Management, including indirect cost/overhead cost allocation plans, cost of service analysis, development review/processing fees, user fees and cost recovery policy

Ms. Hahn’s financial consulting services encompass most municipal programs, including water and wastewater utilities, storm wate4r/drainage programs and general government services, such as engineering, transportation, building inspection, planning, parks and recreation, emergency services and community and administrative services.

At a recent training forum for which she was an instructor, Ms Hahn was rated by attendees as a Top 10 speaker out of 75 sessions, speaking on the subject of indirect/overhead cost allocation plans. She is a member of the California Society of Municipal Finance Officers and the American Water Works Association.
