MINUTES
OCTOBER 30, 2006, at the Meadows Restaurant, Solvang
President Susan Warnstrom called the meeting to order at 6:40 p.m. There were approximately 65 people in attendance. All present participated in the Pledge of Allegiance to the flag of the United States.
Approval of Minutes: Motion, second, unanimous, to approve the Minutes of August 28, 2006 as presented.
Treasurer’s Report: Chuck Arnold said the checking account has $2,342.69 and the savings account has $3,397.98 for a total of $5,740.67.
CSDA: John Fox, CSDA President, noted this is CSDA’s 40th year with 1,000 members. He introduced Jim Acosta, CSDA’s Vice-President, from the Saticoy Sanitary District.
Annual Awards: Annual recognition awards were presented as follows:
Elbert Trantow, Goleta Sanitary District, Lifetime Achievement Award
Jim Borchardt of Montgomery Watson Harza Engineering, Engineer of the Year
Rick Battles of Mullen & Henzell, LLP, Attorney of the Year
Ron Levy of Moss Levy Hartzheim, CPA of the Year
Randy Douglas of Tierra Contracting Inc, Contractor of the Year
Kevin Walsh of Goleta Water District, District General Manager of the Year
Carey Rogers was given Special Recognition upon her retirement from the Goleta Water District.
Guest Speaker: Peter Detweiler, Staff Director for the California State Senate’s Committee on Local Government: Mr. Detweiler noted the State of California is going through changes. The citizens are historically afraid of the concentration of power and thus we have 3 branches of government. The population of California in 1949 was 10 million, in 1967 was 19 million, and in 2006 is 37 million. During the twenty years preceding 2004, 11 million acres left agricultural production. Mr. Detweiler said transparency in local government is important for public servants. We earn the trust of the public we serve with ethical behavior. He encouraged districts to participate in the Special District Leadership Foundation gaining distinctive recognition. Sacramento was focused on the infrastructure bond issued on the upcoming ballot. Some legislation included SB 1431 (Cox) which died in the Senate Appropriations Committee, and AB 159 (Salinas) which was passed. AB 2701 (Blakeslee) allows the County of San Luis Obispo to take over the failed sewage project of the Los Osos CSD, a most unprecedented measure resulting from a most unusual set of circumstances. AB 2951(Goldberg) allows public agencies to charge utility rates to other public agencies based on the same criteria that apply to comparable nonpublic customers.
During 2007 there will be new faces and new chairs for both the Assembly and Senate Local Government Committees. If Proposition 90 passes, we with our lawyers will be very busy. The statues regarding stand-by charges will be rewritten to comply with Proposition 218.
Chapter Officers for 2007: Nominations for 2007 are: Jim Raggio for President; Charles Blair for Vice-President; Cathy Schlottmann for Secretary; Chuck Arnold for Treasurer; Craig Murray for District 1; Jack Cunningham for District 2; Larry Meyer for District 3; Bob Wyckoff for District 4; Tom Gibbons for District 5; Susan Warnstrom for Immediate Past President; At Large Directors are George Emerson, John Fox, Larry Wilson, and Tony Fox.
Motion, second, unanimous, to close the nominations. It was unanimous to elect the proposed slate of officers. The next Executive Board meeting will be at noon at Ellens on November 1st.

Adjournment President Warnstrom adjourned the meeting at 8:55 p.m. The next monthly Chapter meeting will be Monday, January 22, 2007.
