President Susan Warnstrom called the meeting to order at 6:43 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of May 22, 2006 as presented.

Treasurer’s Report: The checking account has $3,919.71 and the savings account has $4,388.18 for a total of $8,307.988.

LAFCo Report: Cathy Schlottmann noted the MSRs for Los Alamos CSD will be out soon. The LAFCo budget was adopted. There might not be a September LAFCo meeting because the CaLafco conference will be held that week.

CSDA Report: Bob Wyckoff announced the Vandenberg Village CSD is nominating and supporting Tony Fox for a position on the CSDA Board.

Guest Speakers: Dr. Erika Endrijonas, Dean of Educational Programs, Santa Barbara City College: Dr. Endrijonas said she has been dean for 6 years over their vocational programs, including the Water Science program. The Water Science program commenced in 1987 and offers 4 certifications in the fields of both treatment and distribution for both water and wastewater. She said that elementary algebra is required for the programs. She expressed interest in the math needs of our employees. Two classes are offered each semester.

Dr. Endrijonas noted the 2 missions of community colleges are for students to transfer to 4 year colleges and also to offer classes for workforce development.

Dr. Paul Murphy, Ph.D., Dean of Academic Affairs, Allan Hancock College: Dr. Murphy said there currently is no Water Science program at Allan Hancock College. For the development of a program, the process starts with a survey of needs. We special districts can help in that. The other possibility is to offer a course or courses that would fulfill the needs on our employees. A new course requires a course outline and review and approval by the curriculum committee. Generally 20 students are needed for a class. Classes could also be offered as either FastTrack or Distance Learning.

It was noted that a committee of a few special district managers to meet with the colleges would be mutually beneficial. It would facilitate the Water Science program and classes being realigned with today’s reality of the requirements for State certifications.

Dr. Endrijonas (SBCC) can be reached at 965-0581, ext. 2953. Dr. Murphy (AHC) can be reached at 922-6966, ext. 3537. Both encouraged contact with them. It was noted the community colleges in this region meet monthly to review and discuss programs.

Legislative Report: George Emerson distributed a report on pending Senate and Assembly bills of interest. It was noted the Anderson initiative, concerned with eminent domain, will be on the November ballot. It would hinder local government. George said it appears the State budget will be settled by tomorrow.

Annual Meeting: It was announced that Peter Detweiler will be the speaker for our annual meeting on October 30, 2006.

Adjournment President Warnstrom adjourned the meeting at 8:17 p.m. The next meeting will be Monday, July 24, 2006 at this location.
