President Susan Warnstrom called the meeting to order at 6:30 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.
Approval of Minutes: Motion, second, unanimous, to approve the Minutes of March 27, 2006 as presented.
Treasurer’s Report: Chuck Arnold reported the checking account has $3,871.30 and the savings account has $4,388.18 for a total of $8,259.48.
LAFCo Report: Cathy Schlottmann noted the Burton Ranch annexation in the Lompoc Valley was approved. Allan Seltzer presented an opinion to LAFCo regarding the mobile home parks in the Goleta Valley and the County’s rent control ordinance. John Fox said the CaLafco dues are increasing and the LAFCo budget is scheduled for a public hearing.
CSDA Report: John Fox noted CSDA has 988 dues-paying members.
Legislative Report: George Emerson distributed a report on pending Senate and Assembly bills of interest.
Annual Appreciation Awards: President Warnstrom noted this process will be commencing.
Old Business: None.
Website Report: Larry Meyer said the presentation from Jeanette Hahn is available on our chapter website.
Guest Speaker: Bob Geis, Santa Barbara County Auditor-Controller: Mr. Geis was elected in 1990 and is currently unopposed on the ballot for reelection. Regarding the County split, Mr. Geis said there would be no effect on special district, except that some would become multi-county districts.
As a result of the 2000 Grand Jury repport, Mr. Geis’ office ascertains that special districts are audited. From their audit reports his office produces a Santa Barbara County Independent District Compliance Report. He distributed copies of the current draft report. There are 2 districts that face going-concern challenges, Los Alamos Cemetery District and Casmalia CSD. Ratio analyses are included in the report. Generally, the special districts in Santa Barbara County are in good financial shape, have financial policies in place, and fulfill their missions. The special district report will be submitted to the Board of Supervisors. Upon its approval, final copies will be sent to the special districts.
Mr. Geis said the County has a new payroll software system. The new system was not designed to accommodate multiple employers. Thus, there are several special districts in the process of securing payroll services elsewhere.
Next Meeting: Susan Warnstrom said future speakers will include Oscar Peters, the administrator of the County’s retirement system. Representatives from Santa Barbara City College and Alan Hancock College will also be future speakers on the subject of specialized training they can provide for special district employees.
Adjournment President Warnstrom adjourned the meeting at 8:00 p.m. The next meeting will be Monday, June 26, 2006 at this location.
