President Susan Warnstrom called the meeting to order at 6:20 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.

Treasurer’s Report: Chuck Arnold said the checking account balance is $6,482.55 and the savings account is $1,380.21 for a total of $7,863.21

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of the October 24, 2005 meeting.

CSDA Report: John Fox said the ethics training scheduled at Goleta Sanitary District is full and has a waiting list. CSDA’s Government Affairs will be held in April.

Guest Speaker: Bob Braitman, Executive Officer of Santa Barbara LAFCo: Mr. Braitman noted that LAFCo has 2 members from the Board of Supervisors, 2 selected from the cities, 2 selected by the special districts, and a public member, plus an alternate for each category. The LAFCo term of special district commissioner Tim Campbell expires March 1, 2006. There was discussion of whether to hold a meeting of the Special District Selection Committee or to proceed with a mail ballot. It was the consensus of those present to hold the meeting. The date will be the last Monday of February to coincide with this Chapter’s next meeting...

Regarding the LAFCo 2006-07 budget, there will be little change from the current budget. It was noted that MSRs will now be done every 5 years for each agency. The deadline for the initial MSR completion is extended 2 years to December 31, 2007. Mr. Braitman said he will be a presenter at the Special District Institute to be held in San Diego in June 2006. He will speak on your agency’s place in government from the LAFCo perspective. The Santa Barbara LAFCo website is www.sblafco.org and it has a variety of information.

Legislative Report: George Emerson noted the CSDA Legislative Committee met recently, and anticipated issues include eminent domain, public pension reform, the state budget and infrastructure bond issues, capital facilities fees (that water rates should not include capital facilities components), and intra-county property tax shifts. The CSDA Government Affairs conference will be April 18th with ethics training on April 17th.

Chapter 2006 Officer and Directors: Charlie Blair noted the nominations are: President - Susan Warnstrom; Vice-President – Jim Raggio; Treasurer – Chuck Arnold; Secretary – Cathy Schlottmann; 1st District – Mitch Bernstein; 2nd District – Jack Cunningham; 3rd District – Larry Meyer; 4th District – (vacant); 5th District – Tim Campbell; At-Large – Charlie Blair, Craig Murray, George Emerson, Bob Wyckoff, and Larry Wilson. John Fox is Immediate Past President. There were no other nominations.

Motion, second, unanimous, to accept the 2006 slate of officers and directors.

Next Meeting: Susan Warnstrom said our next meeting will be February 27, 2006. The speaker will be Saul Rosenbaum on special district finance options.

Adjournment President Warnstrom adjourned the meeting at 8:05 p.m. The next meeting will be Monday, February 27, 2006 at this location.
