President Susan Warnstrom called the meeting to order at 6:50 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.

First Annual Awards Ceremony: President Warnstrom said these awards are to people providing exemplary service to special districts.

For CPA, Paul Kaymark, nominated by Goleta Water District, presented by Jack Cunningham.

For attorney, Tony Trembley, nominated by Carpinteria Sanitary District, presented by Craig Murray.

For contractor, Blois Construction, nominated by Montecito Sanitary District, presented by Chuck Arnold and Diane Gabriel.

For engineer, Robert Kiyei, P.E., nominated by Goleta Water District, presented by Chuck Evans.

For General Manager, Diane Gabriel, nominated by the staff of Montecito Sanitary District, presented by Chuck Arnold.

Guest Speaker: Jim Kemp, Executive Director of Santa Barbara County Association of Governments: Mr. Kemp discussed the critical importance of the renewal of Measure D, the ½ percent sales tax that funds road improvements. It was passed by the voters in 1989 and will sunset in 2010. To be rene" which includes widening Highway 101 from Milpas Street to the Ventura County line and commuter train from Goleta to Ventura, plus a variety of smaller projects. Measure D’s extension might be on the November 2006 ballot.

Treasurer’s Report: Chuck Arnold reported the checking account has $1,489 and the savings account $1,380 for a total of $2,869.

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of the September 26, 2005 meeting.

LAFCo Report: John Fox said there was no October meeting. The November LAFCo meeting will consider the remainder of the south coast MSRs.

Legislative Report: George Emerson noted the Salinas Bill (AB 1234) passed. There will be ethics training for local government officials. CSDA is developing a training program.

Next Meeting: Susan Warnstrom said our next meeting will be January 23, 2006 at this location. The speaker will be Saul Rosenbaum on special district finance options.

New Business: Proposed Chapter Officers for 2006: Charlie Blair of the Nominating Committee said it is proposed that the 2006 officers and board members be the current 2005 people.

Old Business: None.

Adjournment President Warnstrom adjourned the meeting at 8:02 p.m. The next meeting will be Monday, January 23, 2006 at this location.
