President Susan Warnstrom called the meeting to order at 6:58 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.

Guest Speaker: Santa Barbara County 4th District Supervisor Joni Gray: Susan Warnstrom introduced Joni Gray, a lawyer since 1988 and a Supervisor since 1998. Supervisor Gray talked about the many changes during her seven years on the Board of Supervisors. She noted she is the senior member on SBCAG and contrasted that to the decades that some special district directors have served. Santa Maria is now the largest city in the County, with 26% of the growth in that area. Since she was elected, there are 3 other new supervisors, plus many new people in other elected positions including Sheriff and Treasurer, as well as new County department heads.

Supervisor Gray noted that 27% of the County’s 4,000 employees are within five to seven years of retirement. Additionally, there are 40 vacancies today in the County Sheriff’s Department. She said that real progress has resulted from Measure D in maintaining roads and streets. For it to be extended will require a 66 and 2/3 vote. Other changes since her election to office include approximately 30,000 people living in the Orcutt area. The ramifications of the superior court case Adam v. County of Santa Barbara will be extensive.

 

 

Treasurer’s Report: Chuck Arnold reported the checking account has $1,264 and the savings account $1,382 for a total of $2,646.

Approval of Minutes: Motion, second, unanimous, to approve the second draft of the Minutes of the August 22, 2005 meeting.

LAFCo Report: Cathy Schlottmann noted the MSRs for the cities of Goleta and Santa Barbara plus the other agencies between Santa Barbara City and the Ventura County line will be considered at the LAFCo meeting in the beginning of November. The draft MSRs for the Santa Maria area agencies have not yet been released.

CSDA Annual Conference: It was noted this will begin tomorrow in Long Beach.

Legislative Report: George Emerson said the CSDA has a neutral position regarding Proposition 76, the balanced budget proposal.

Annual Meeting: President Warnstrom said our next meeting will be our annual meeting. Jim Kemp, Executive Director of Santa Barbara County Association of Governments (SBCAG), will be the guest speaker. Annual awards will be given for attorney, accountant, engineer, general manager, and contractor of the year. It will be held at the Meadows on October 24th.
