President Susan Warnstrom called the meeting to order at 6:40 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.

Guest Speaker: Bob Geis, Santa Barbara County Auditor-Controller: Mr. Geis has been the County’s Auditor-Controller since 1991. He has spent 28 years in County government. He is moving away from doing special district audits, and noted the audit process is important part of financial health. As a result of a Grand Jury report a few years ago, his office monitors special districts by receiving their budgets and audit reports. He noted the audits are being completed later but generally within guidelines. Mr. Geis plans on holding a budget training program for agencies. He said that for an audit to improve, the accounting process needs to improve.

Mr. Geis said he spent time on the analysis for the proposed county split. He said the only thing more difficult than the analysis for the split would be implementing the split should it be approved by the voters. Next year his department will implement online invoice processing.

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of the July 25, 2005 meeting.

Treasurer’s Report: Chuck Arnold reported the checking account has $1,293.01 and the savings account $1,381.92 for a total of $2,674.93

LAFCo Report: Cathy Schlottmann noted a hearing will be held on September 1st on the MSRs of the south County.

Legislative Report: George Emerson noted there are 2 people in the audience who will be presidents next year, John Fox will be President of CSDA and Kamil Azoury will be President of CASA. All were encouraged to send the support for the Salinas bill (AB1234) and their opposition to the Ortiz bill (SB392).

Motion, second, that our Chapter President send a letter supporting AB1234 with copies to our state representatives. The motion passed with 1 dissenting vote. It was also noted the State Supreme Court ruled that the redistricting proposition will be on this November’s special election ballot.

CSDA Region 5 Election: The ballots are due back to CSDA by September 22nd. Jim Acosta, incumbent, and Tony Fox on behalf of Bob Wyckoff sought support for their election.

CSDA Conference: Neil McCormick of CSDA encouraged attendance at their annual conference in Long Beach on September 27-29, 2005. He also urged letters of support for SB135, the rewrite of Community Service District law. He said the League of Cities oppose it because they want cities to approve the formation of new districts.

Adjournment President Warnstrom adjourned the meeting at 8:55 p.m. The next meeting will be Monday, September 26, 2005 at this location.
