Vice-President Jim Raggio called the meeting to order at 7:10 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.

Treasurer’s Report: Chuck Arnold reported the checking account has $1,353.50 and the savings account $1,380.47 for a total of $2,733.97.

Approval of Minutes: Motion, second, unanimous, to approve the Minutes of the May 23, 2005 meeting.

Guest Speaker: Tom Fayram, Deputy Director of the Santa Barbara County Public Works Department: Mr. Fayram said Public Works is composed of several organizations, including Laguna Sanitation District, the Flood Control District, the Solid Waste Division, and the Transportation and Roads Divisions. He said the Laguna Sanitation District recently converted from secondary treatment to tertiary treatment. High total dissolved solids (TDS) has been reduced from 1,200 ppm to 800 ppm, with the brine from water softeners being injected into a 5,000 foot deep oil well. The Regional Water Quality Control Board mandated their TDS be less than 1,000 ppm. The Laguna upgrade was costly and additional users will be connecting to the facility. The Flood Control District has submitted $3 million in claims to FEMA after last winter’s rains. Channels near the Santa Barbara Airport have been excavated. A large flood control project in the Santa Maria area is being completed. There is also a saltwater marsh project on the south coast.

In the Solid Waste Division, the Tahigas landfill has received a 15 year capacity increase. It will be lined as it is expanded. Mr. Fayram noted the county’s roads were impacted from last winter, especially the Old San Marcos Pass and many roads in the foothill areas. He noted the county has 900 lane miles of roads. He urged districts to check with County Roads when planning work to coordinate timing with the road overlay program.

Special districts requested a resumption of the quarterly utility coordination meetings that were previously held with the staff of the Public Works Department.

LAFCo Report: John Fox noted that at the June LAFCo meeting, Bob Braitman’s contract was renewed, no further MSR drafts are out, and the July LAFCo meeting has been cancelled.

SB135: Cathy Schlottmann reported attendance at the CSDA Symposium on SB135, the rewrite of community service district law. She said that if it is passed, effective January 1, 2006, all CSDs must have a 5 member board of directors, they must have both a General Manager and a Treasurer, neither of which can be a director, and latent powers that are not being provided by December 31, 2005 will be surrendered. Additionally, CSDs must hold a public hearing on their budget. All CSDs were urged to support SB135 without any further changes.

Legislative Report: George Emerson said there will be 3 initiatives on this November’s ballot, regarding the budget, teacher tenure, and redistricting.

CSDA Report: John Fox said the annual CSDA Conference will be at Long Beach September 27-30th. John will be attending CSDA meetings in Sacramento of July 8th and July 12th.
