Call to Order:
President John Fox called to the meeting or order at 7:20 p.m. Attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.Approval of Minutes: Motion, second, unanimous, to approve the Minutes of September 27, 2004.
Guest Speaker: Salud Carbajal, Supervisor Elect of the First District of Santa Barbara County: Susan Warnstrom introduced Mr. Carbajal, noting he has worked with Supervisor Schwartz for 10 years. He is very involved with many community organizations and is a former Marine.
Mr. Carbajal summarized the County’s budget of $631 million. He noted the County has improved their budget process and 8 years ago started a strategic reserve that now has $16.7 million. Salud said his wants the Board of Supervisors to be respectful, courteous and cohesive even though they do not agree on everything. He is against the effort to split the county.
Issues include "101 in Motion," a variety of solutions started by SBCAG to reduce Highway 101’s problems in the short, mid, and long term. It takes 8 years for financing to be obtained. Regarding housing, Salud said it is unrealistic to expect housing needs to be fully met. Special districts need to be more involved with the State’s housing goals because of the services provided. The County and cities should develop a JPA to solve the solid waste situation. There needs to be more recycling to divert items from landfills.
Mr. Carbajal’s proposes: 1) the County establish an an employee performance and customer service plan for all County departments. All departments and all employees should be evaluated in terms of service; 2) a Blue Ribbon budget task force to improve the process of the County’s budget; 3) a local outreach project to award County contracts to business located within the county; 4) minimize the use of perticides and herbicides, expecially around parks and waterways; 5) protect the environment, air, water beaches, everything, to keep Santa Barbara County as good as it is today; and, 9) preserve the health and safety programs for communities to protect the most vulnerable, both seniors and children who are often without medical insurance coverage.
LAFCO: Lafco public member Tom Umenhofer is retiring after serving for 12 years. Motion, second, unanimous, that we give a plaque of commendation to Mr. Umenhofer. It was noted the draft of the MSRs for the Lompoc Valley has not yet been released.
Annual Chapter Dinner: Will be held on Saturday, December 11th at the Circle Bar B. Ralph Heim will be the speaker. The price will be determined.
Pacific Coast Business Times: John Fox said our flyer will be included in their November 6th edition. The distribution will be 7,000 throughout the tri-counties.
Treasurer’s Report:
Chuick Arnold reported the checking account has $872.88 and the savings account has $2,197.19 for a total of $3,070.07.New Business: None.

Adjournment President John Fox adjourned the meeting at 8:30 p.m. The next meeting will be December 11, 2004 at the Circle Bar B.
