Call to Order: President John Fox called to the meeting or order at 7:23 p.m.

Guest Speaker: Geoffrey Neill, CSDA Public Affairs: Mr. Neill summarized the history that led to Proposition 1A on this November’s ballot. Proposition 1A results from the Governor’s budget negotiations with local governments after the LOCAL coalition qualified Proposition 65 for ballot. While preliminary polling suggest 60% of likely voters support 1A, it is expected that teachers unions and prison guards will oppose it, viewing it as being against education and anti-crime, respectively.

Mr. Neill noted there are conditions built into 1A limiting any future State borrowing and the subsequent repayments. For any future borrowings, local governments will be able to obtain securitized loans against the State’s promise to pay. There is a formula for the $350 million from special districts for the State budget for the next 2 years. Districts excluded from the $350 million include fire, police, vector control, healthcare, and library.

The League of Cities’ website has a link to the do’s and don’ts for public agencies and ballot measures. A sample resolution was distributed. Mr. Neill asked all special districts to adopt the resolution to show solidarity among all local governments for the passage of Prop 1A. Agencies which pass the resolution as asked to send it to CSDA. Further information on 1A is available at www.yesonprop1a.com. The CSDA website is www.csda.net.

In response to a question, Mr. Neill said that the State Attorney General has opined that the State can not touch the LAIF funds of local agencies.

Susan Warnstrom distributed flyers noting that Brooks Firestone will host a Prop 1A fundraiser at the Firestone Winery on October 8th from 5:30 to 7:30 p.m. All were encouraged to attend.

S. B. County Housing Steering Committee: John Fox said he is our representative to this committee. However, the committee meets on the same day as S B LAFCO. Motion, second, unanimous, to appoint Larry Wilson as our representative to the county’s Housing Steering Committee.

Offer from Pacific Coast Business Times: President Fox said that Henry Dubroff, the editor of the Pacific Coast Business Times and our guest speaker at the Cabernet Bistro meeting, has offered to inset copies of our latest Special Report into an issue of his paper. Subscriptions include the counties of Santa Barbara, Ventura, and San Luis Obispo. During discussion, it was noted we have over 15,000 copies in storage. The estimate for Santa Barbara County is $600, and $1,000 for the 3 counties. Motion second, unanimous, to spend up to $1,000 for our Report to be mailed to subscribers in the 3 counties.

CSDA Board of Directors: John Fox thanked everyone for their support. He was reelected to the CSDA Board of Directors.

Approval of Minutes: Motion, second, to approve the Minutes of August 23, 2004. Unanimous.

Future Speaker: Salud Carbajal, Supervisor Elect for the First Supervisorial District, will be the speaker at our October meeting. It was noted the October meeting will be at the Elephant Bar, the November meeting at the Union Hotel, and the December meeting at the Circle Bar B.

Santa Barbara LAFCO Report: The administrative draft of the Lompoc Valley MSRs is not yet out.

Adjournment President John Fox adjourned the meeting at 8:45 p.m. The next meeting will be October 25, 2004 at the Elephant Bar in Goleta.
