Call to Order: Vice-President Jim Raggio called the meeting to order at 7:20 p.m.

Guest Speaker: Chick Foley, Foreman of the Santa Barbara County 2004-2005 Civil Grand Jury:

Mr. Foley is the foreman of the 2004-05 Civil Grand Jury. He gave an overview. The Grand Jury has 19 members who are a cross section of the County; they serve for one year from July 1 to June 30th. It was noted that this Grand Jury was not a part of the reports issued by the prior one, but will receive the responses to those reports. The functions of the Grand Jury include to annually investigate (review and assess) all County facilities that detain people, investigate all prisoner deaths, investigate governmental entities for efficiency and honesty, and investigate complaints received. Complaints can be submitted by mail or e-mail and they must be signed. Thirteen members must agree for a complaint to be investigated. The Grand Jury meets every Thursday at locations that rotate throughout the County. Its committees and workgroups meet throughout the week. Mr. Foley said that 19 reports were issued by the last Grand Jury on June 30th. This year, the reports will be periodically released, which will allow for better tracking of responses. It was noted that elected officials have 60 days to respond to a report, and a municipality or principality has 90 days.

Mr. Foley said the position of foreman is a conduit between the Grand Jury members and others. There is no public discussion of investigations to protect a complainant’s privacy. The majority of work is done by the Grand Jury’s committees. Committees usually have between 5 and 7 members. No member is excluded from serving on any committee. The Editorial Committee writes the reports from each Committee. The Grand Jury has no staff. They can contact Judge Anderson and County Counsel whenever it is needed.

Mr. Foley said that the Grand Jury members receive $25 per day and $0.38 per mile. The Santa Barbara County Civil Grand Jury’s website is www.sbcgj.org. Mr. Foley encouraged people to apply for Grand Jury service. Applications can be submitted anytime. Interviews are held during May and June. In the spring of 2004, there were 100 applicants for the 19 positions.

Approval of Minutes: Motion, second, to approve the Minutes of July 26, 2004. Unanimous.

CSDA Board Election: John Fox is seeking re-election to the CSDA Board of Directors. The ballots are out and the deadline for voting is September 23rd.

Santa Barbara LAFCO Report: It was noted the administrative draft of the Lompoc Valley MSRs is not yet out. The administrative draft will be available for agency review, followed by a public draft that will be considered at the public hearing.

The annual CSDA Conference will be at the end of September in Palm Springs. The CaLafco Conference will be at Disneyland September 8-10.
