Call to Order:
  President John Fox called the meeting to order at 7:15 p.m. at the Timbers Restaurant in Goleta. The attendees were introduced. All present participated in the Pledge of Allegiance.

Guest Speaker:
  : Dave Mollenex, League of California Cities about Local Taxpayers and Public Safety Protection Act:
Mr. Mollenex is with the tri-counties area of the League of Calif. Cities and said the signature gathering process for the Local Taxpayers & Public Protection Act is starting. This is the initiative that grew from the LOCAL effort and is a joint effort of the League of California Cities, CSAC, ACWA, CASA, CSDA, and other local governmental associations to protect our local funding from Sacramento. It was noted that $0.12 of every property tax dollar stays local. One million signatures are needed by the mid-April deadline to qualify for the November ballot. Petition forms were distributed. It was stressed this effort can not utilize any governmental resources. Further questions can be addressed to Mr. Mollenex at (805) 797-3530.

Guest Speaker:
  Joni Gray, 4th District Supervisor and Candidate:
Supervisor Gray gave a presentation showing Santa Barbara County from a different perspective. It was noted the federal government owns 45% of the land in Santa Barbara County, the State owns 1%, the County owns .8%, 34% of the land is in agricultural preserve, 3.7% is in non-preserve agriculture, 2% is land in incorporated cities, and 2% is in unincorporated urban areas. The remaining County land is 10%. Supervisor Gray further noted that we are in a time of budgetary and funding change. As an example, SBCAG was planning for $83 million but will only see about $4 million. Regarding the county split effort, she looks forward to the study on it because it will provide a wealth of information.

Guest Speaker:
  Dr. Dave Bearman representing John Buttny, 3rd District Supervisorial Candidate:
Dr. Bearman said John Buttny is running for the 3rd District Supervisorial seat and had a schedule conflict for this evening. Mr. Buttny's position since 1972 has maintained that it is about the environment and development, alternative transportation is important. Dr. Bearman compared Mr. Buttny's positions with that of Brooks Firestone.

Special District LAFCO Budget Ad Hoc Committee:
  Jim Raggio distributed the last LAFCO audit report for the fiscal year ending June 30, 2003 and information of the proposed LAFCO budget. The Committee met with Mr. Braitman, reviewed the proposed LAFCO budget, and the budget recommendation is approximately $254,000. It was noted there will be about $50,000 from the current year to apply toward funding the LAFCO budget. If there are unanticipated expenditures, reserves could be utilized.
  Motion, second, to accept the Committee's report for a budget of approximately $254,000. Unanimous.

Approval of Minutes
  Motion, second, to approve the Minutes of our January 26, 2004 meeting with correction of typographical errors. Unanimous.

Treasurer Report:
  (Not given at the meeting but included for information.) The checking account has $1,459.69 and the savings account has $4,152.15.

Web Site Report:
  Larry Meyer reported that both the sample resolution to support the Local Taxpayers and Public Safety Protection Act and the letter concerning the Housing hearings are available on our website.

Adjournment:
  John Fox adjourned the meeting at 8:50 p.m. The next meeting will be held at the Union Hotel in Los Alamos on Monday, March 22, 2004.
