Call to Order:
  President John Fox called the meeting to order at 7:18 p.m. at the Union Hotel in Los Alamos. All present participated in the Pledge of Allegiance. The attendees were introduced.

Guest Speaker:
  Brooks Firestone, Candidate for Santa Barbara County Third Supervisorial District:
  Brooks Firestone is a rancher and vintner. He served in the California Assembly in 1994 and 1998. Mr. Firestone said there are issues that have caused the effort to split the county, including the County’s budget and land use and planning. Mr. Firestone told about the County Planning & Development Department attempting to assess $50,000 in fines against Santa Ynez AYSO 2 days prior to their scheduled soccer tournament.
  Mr. Firestone noted the County budget will have trouble as a reflection of the State budget problems. He said the 3rd Supervisorial District has 5 employees and its budget is $.5 million, $100,000 more than the other supervisorial districts. Brooks Firestone noted the importance of agriculture to the county. He also said there are problems with the oak tree ordinance in that the Planning & Development Department can place oak tree requirements in any permit.

Approval of Minutes
  Motion, second, to approve the Minutes of December 15, 2003. Unanimous.

Treasurer Report:
  Chuck Arnold reported the checking account has $1,325.38 and the savings account has $3,192.46. Dues for the current year are arriving.

Housing Element Committee:
  Larry Meyer reported an introductory meeting was held. There were 4 County attendees and 4 special district attendees.

Chapter By-laws:
  President Fox said the Chapter by-laws have been updated to reflect what we are currently doing. It was noted the By-laws were previously distributed for each district’s review.
  After brief discussion, there was a motion and second, to modify the Chapter By-laws Article 3, Section 1, Paragraph A, to remove the last two words “without election.” Motion passed Unanimously.
  It was then moved and seconded, to approve the Chapter By-laws with the just approved change. Motion passed Unanimously.

New Business:
1. Nominating Committee Report, 2004 Officers and Directors: Charlie Blair reported for the Committee. The other Committee members are Chuck Evans, Candyce Clark, and George Emerson. Proposed Chapter officers are: John Fox for President, Jim Raggio for Vice-President, Cathy Schlottmann for Secretary, Chuck Arnold for Treasurer, and George Emerson for Immediate Past President. Directors include Larry Wilson for 1st District, Chuck Evans for 2nd District, Larry Meyer for 3rd District, Susan Warnstrom for 4th District, Tim Campbell for 5th District, and Mitch Bernstein and Charlie Blair, both at-large Directors.
  There were no nominations from the floor. Motion, second, to accept the slate of officers. Unanimous.

2. ERAF Ballot Measure: President Fox said the CSDA is seeking contributions toward this state proposition that will keep local funds local. It is a joint effort of county, city, and special district organizations. The deadline is February 2, 2004 for CSDA to accept contributions toward the effort. The Chapter executive board recommends that the Chapter contribute $500 for the ERAF ballot measure. Motion, second, to accept the Executive Board recommendation and contribute $500 toward the ERAF ballot measure. Unanimous.

LAFCO Report: Tim Campbell noted the Robinson and Mahoney Ranch annexations in the Santa Maria area are progressing. CALAFCo is forming a new coordinating committee to serve as a forum for a variety of issues. It is expected there will be legislative bills forthcoming concerned with ethical training, integrity, and accountability of public officials as a result of the Sacramento Bee articles on the Suburban Water District. Our LAFCO will elect officers at its February 5th meeting, Supervisor Rose will become Chair and the Vice-Chair will be a special district representative.

  John Fox adjourned the meeting at 8:40 p.m. The next meeting will be held at the Timbers Restaurant in Goleta on Monday, February 23, 2004.
