A Special Invitation
Common interests find all California Special Districts together. The 34 Special Districts in Santa Barbara County are confronted with three serious potential impacts:
1. The Ortiz Bill (SB1472) which addresses audit matters now and may be expanded to invoke sanctions on numerous governance matters including, but not limited to accounting controls, director compensation, involuntary consolidations.
2. The Local Taxpayers-Public Safety Protection Act of 2004, Ballot Measure that would prevent the State from confiscating more funds from Special Districts (estimated to be 1.3 Billion in 2004..plus that amount in future years.
3. Mandatory Municipal Service Reviews by LAFCO.
We are fortunate to have Mr. Bob Rauch coming to discuss all these matters and more at our Chapter meeting, March 22nd. Bob has concentrated on consulting with Special Districts for over 30 years and currently serves over 80 client Districts (large, small, passive, and controversial) throughout the State. He is in a unique position to relate history, update us on current situation, and provide an enlightened view of the future.
Coping with these challenges can only be accomplished by united action and support. I urge you to join this important discussion on Monday, March 22nd.
