There were approximately 50 representatives of Santa Barbara County special districts.  Also in attendance were Kelly Polk and Jim and Nancy Acosta of Ventura County special districts.
 

Call to Order:  President John Fox called the meeting to order at 7:30 p.m. at the Circle Bar-B.  All present participated in the Pledge of Allegiance.

Approval of Minutes:  Motion, second, to approve the Minutes of the October 27th meeting.  Unanimous.

2003 Highlights:  Highlights of the year were summarized by John Fox, including that the average meeting attendance was 28 people representing 15 districts.  Mr. Fox said that at our January meeting there will be discussion of alternating meeting locations.

Chapter Bylaws:  Copies of the proposed bylaws were distributed.  There will be a vote on them at our next meeting.

Jerry Smith Commendations:  Jerry Smith is retiring as General Manager of the Montecito Sanitary District at the end of this month.  Commendations were presented from the Santa Barbara County Board of Supervisors and from CASA.  Speakers included Danny Smith of Penfield & Smith and Kelly Polk.  Jerry was awarded an honorary lifetime Chapter membership, pending approval of the updated bylaws at our next meeting.

New Business:  None.

Adjournment John Fox adjourned the meeting at 8:45 p.m. 
The next meeting will be held on Monday, January 26, 2004, at The Union Hotel in Los Alamos.
