Call to Order:
  President John Fox called the meeting to order at 7:22 p.m. All present participated in the Pledge of Allegiance. The attendees were introduced.

Guest Speaker:
  Valentin Alexeeff, Director of the Santa Barbara County Planning & Development Department:   Mr. Alexeeff came to Santa Barbara from Contra Costa County where special districts were formed to give a higher level of service than that county could give. He has been in his present position about 5 months. Mr. Alexeeff talked about three topics.

  Housing Element: Mr. Alexeeff said there are seven elements in the General Plan. The State mandates that 1 element, the housing element, be updated every 5 years. It was noted the housing element is turned in to the State before it is finalized. It is expected to be submitted late because there will be discussions in the county’s communities to discuss local options in meeting the housing goals. The result of the effort is to have adequate land available through the rezoning process to meet the goals. It was noted the number of housing units were allocated throughout the County by SBCAG. SBCAG was successful in having the County’s total number of housing units reduced from 21,000 down to 17,000.

  Residential Second Unit Ordinance: Mr. Alexeeff said the State passed AB1866 which mandates that as of July 1, 2003 the permit process for residential second units be ministerial. The second units will be of the same style and materials as the primary unit. The State does allow for there to be constraints on the issuance of second unit permits if there are constraints on primary unit permits. The provisions for a second unit are the same as those previously in effect for lot size, etc. If a property is on a septic system, there is the requirement for a minimum of 2 acres for a second unit permit. It was noted that enforcement of second units will be up to the homeowners association in the case of prohibitive CC&Rs.
  If a district wants to determine if already constructed second units were properly permitted, they can contact P&D’s Building & Safety, Kimberly McCarthy at 568-2000, or for the north county Barbara Walshun. Mr. Alexeeff said that water and wastewater providers will have to sign off before the permit’s issuance.

  Planning & Development Process Improvement: Mr. Alexeeff said there are 4 main committees for the process improvement which started August 25, 2003. They are: P&D relations with all "users;" process flow; ordinances; & P&D training. Mr. Alexeeff invited all special districts to form a focus group that will be linked to the primary committees. It was consensus of those present to form a focus group. Representatives will be identified and a list of issues detailed for presentation to Planning & Development.

Approval of Minutes
  Motion, second, to approve the Minutes of the August 25, 2003 meeting. Unanimous.

Treasurer Report:
  Chuck Arnold reported the checking account has $2,131.80 and the savings account has $3,191.59. .

Program Report:
  David Schwartz said the speaker for the October meeting will be Edward Moses, Director of the County’s Housing & Development Department.
  There was discussion of holding it at The Timbers Restaurant in Goleta. The November meeting will be our annual meeting. There was discussion of program speakers and holding it at the Chumash Casino.

CSDA Activities:
  The CSDA Annual Conference was held last week. It had an excellent series of sessions on a variety of topics. Both CASA and the California Rural Water Association were represented at the conference.
