Call to Order:
  President John Fox called the meeting to order at 7:23 p.m. All present participated in the Pledge of Allegiance. The attendees were introduced.

Announcements::

  CSDA Elections:
  President Fox said the CSDA is currently holding regional elections. Our region extends from Santa Barbara County to San Bernardino County, encompassing over 120 districts. He urged districts to vote for Mr. Voight for our CSDA region. The term is 3 years. Mr. Fox said his term will be up for election next year.

  County Housing & Development Steering Committee:
  President Fox said that Edward Moses is the County’s Director of Housing and Community Development. Mr. Moses has invited John Fox to join his steering committee. Mr. Moses will also be the speaker for our October meeting.

  CSDA Annual Conference:
  President Fox noted this will be held at the Resort at Squaw Creek on September 16-18th..

Guest Speaker:
  Michael Tumer, CFP, of Bayhill Advisors:   President Fox introduced Michael Tumer of Bayhill Advisors. Bayhill Advisors offers deferred compensation and extended care plans to governmental entities. The presentation detailed controlling your retirement through deferred compensation plans and preserving your dignity as you age with a long term care plan. Mr. Tumer said that in the future people will be more responsible for their retirement because of anticipated changes to the Social Security system coupled with other changes in the work force. As governmental entities, we can offer a 457 deferred compensation plan for employees and directors. Recent changes in the tax laws allow more earnings to be deferred. Bayhill Advisors offers over 4,000 mutual funds in addition to stocks, bonds, and CDs. They are registered investment managers and actively manage client portfolios. There management fee is 1%.which declines as total assets reach certain amounts. TD Waterhouse is their custodian.

Approval of Minutes
  Motion, second, to approve the Minutes of the July 28, 2003 meeting. Unanimous.

Treasurer Report:
  Chuck Arnold reported our funds total approximately $5,300. The report is sitting on his printer.

Program Report::
  David Schwartz said the speaker for the September meeting will be Val Alexeef, the Director of the County’s Planning & Development Department. The topic will be residential second units (granny units). Edward Moses, Director of the County’s Housing & Development Department, will be October’s speaker.

  It was the attendees’ consensus to have the September meeting at the Union Hotel in Los Alamos. Los Alamos CSD was recognized for the use of their projector screen for this meeting. EMID was recognized for the use of their flags for this meeting.

CSDA Activities:
  George Emerson distributed the CSDA’s list of current bills with the CSDA’s position noted. The website for accessing informationon pending legislation is www.leginfo.ca.gov.

  John Fox adjourned the meeting at 8:57 p.m. The next meeting will be held at 7:00 p.m. on Monday, September 22nd at the Union Hotel in Los Alamos.
