Call to Order:
  President John Fox called the meeting to order at 7:20 p.m. at the Union Hotel in Los Alamos. All present participated in the Pledge of Allegiance. The attendees were introduced.

Presentation on LAFCO Municipal Service Reviews (MSR):
  Vice-President David Schwartz introduced Sarah Knecht, the moderator for the presentation. She introduced the 3 special district LAFCO representatives, the speakers for the presentation on MSRs.

  Tim Campbell reviewed the factors that contributed to the State’s passage of AB2838 which requires MSRs. They include the 1.4 million population surge expected over the next 20 years. As part of the MSR process, each county’s LAFCO is required to make 9 determinations at the conclusion of each agency’s MSR process. Mr. Campbell reviewed LAFCO’s schedule for reviewing all the agencies and the timeline for each process. The timeline for each MSR is anticipated to take up to 12 months. It was noted the State has included the concept of "environmental justice" in the MSR process.

  John Fox noted the MSR process is an unfunded (unreimbursed) state mandate. It is expected that Santa Barbara County’s population will increase 140,000 over the next 20 years. The final reports from the MSR process with the 9 determinations stay local to the county. Each county will implement the MSR process in its own way.

  Cathy Schlottmann reviewed the 9 page MSR Request for Information form. It was noted the first MSR process is scheduled for the Lompoc Valley. The first step in the process is a scoping meeting attended by the affected agencies. At that time they will be given the Request for Information form for completion. Further information on the MSR process can be obtained from the website
www.opr.ca.gov. The website has the MSR guidelines. Their appendices are also available and contain further information on the legislative intent.

Report on State Budget:
  George Emerson noted the State Senate has approved the budget. The Assembly has not yet done so. It appears that funding for schools will be $2 billion short. Mr. Emerson distributed information on pending legislation that the CSDA recommends opposing.

Approval of Minutes:
  Motion, second, unanimous, to approve the Minutes of the June 23, 2003 meeting.

Treasurer’s Report:
  The reading of the Treasurer’s report was waived. (The checking account has $2,811.53 and the savings account has $4,188.00).

  John Fox adjourned the meeting at 9:00 p.m. The next meeting will be held at 7:00 p.m. on Monday, August 25th. The place will be determined.
