Call to Order:
  President John Fox called the meeting to order at 7:20 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance.

Approval of Minutes:
  Motion, second, to approve the Minutes of the March 24, 2003 meeting. Unanimous.

Treasurer Report:
  Chuck Arnold reported the checking account has $2,990.67 and the savings account has $4,180.74.

Report on Executive Board Meeting:
  President Fox said the proposed LAFCO budget was discussed at the meeting.

LAFCO Report:
  Regarding municipal service reviews (MSRs), it was noted that workshops will be held at 2:00 p.m. in Santa Maria on May 6th and in Santa Barbara on May 7th. Attendance was encouraged. Comments on MSRs should be submitted to LAFCO for consideration at the public hearing.

CSDA Report:
  John Fox, George Emerson, and Larry Meyer reported on their attendance at CSDA’s Governmental Affairs Day in Sacramento at the beginning of this month. It was noted that if the State’s fiscal situation is not resolved, the State’s bond rating could be lowered.

Program Committee:
  David Schwartz said a schedule of future speakers is being completed.

Legislative Committee:
  George Emerson said the committee will be meeting next week.

Website Committee:
  Larry Meyer said this Chapter’s executive Board can be e-mailed at

Guest Speaker: Neil McCormick of the California Special Districts Association:
  Mr. McCormick works with CSDA’s Member Services. He highlighted the services and benefits of CSDA membership. The CSDA Alliance is composed of the CSDA, the Finance Corporation, and the Risk Management Authority. Workers Compensation is being merged with the Risk Management Authority as of July 1, 2003. With the formation of the CSDA Alliance, resources can be shared. CSDA’s governmental affairs is their strongest effort. It includes the work of lobbyist Ralph Heim. LOCAL (Leave Our Community Assets Local) is a coalition of the CSDA, The League of California Cities, the Calif. State Association of Counties and others. Its mission is to protect local services by protecting funding with the current State budget situation. LOCAL’s website is www.calocal.com. Districts are urged to become involved as the current budget deficit is $34.6 billion. CSDA has a grassroots outreach effort and public relations program to assist districts.

  The CSDA currently has 255 districts participating in the risk management and liability pool, and 112 in the workers compensation pool. The Governance Academy commenced this year with a curriculum-based education program. There are four core courses with the focus of building a better team to lead your district. The CSDA is in the process of conducting an administrative salary survey of members. Another benefit to members is the availability of 1 hour of free legal advice yearly.

  The CSDA website is www.csda.net. The website now includes a member’s section. Each member district should have recently received the login instructions and password. The CSDA can be telephoned at (877) 924-CSDA. It was noted the four Governance Academy courses will be offered in Kern County during July-August of this year. The CSDA Annual Conference will be held in Squaw Valley during September.

  John Fox adjourned the meeting at 8:40 p.m. Because of Memorial Day, the next chapter meeting will be held on Monday, May 19, 2003 at the Royal Scandinavian Inn in Solvang.
