Call to Order:
  President John Fox called the meeting to order at 7:30 p.m. President Fox announced that he was re-elected and Cathy Schlottmann was elected the alternate to LAFCO at the Special District Selection Committee meeting just held. The attendees were introduced.

Approval of Minutes:
  Motion, second, to approve the Minutes of the February 24, 2003 meeting. Unanimous.

Treasurer Report:
  Chuck Arnold reported the checking account has $3,029.29 and the savings account has $4,180.74.

Guest Speaker: Joseph Holland, Santa Barbara County Clerk-Recorder-Assessor:
  Mr. Holland was elected at the March 2002 election and his term commenced January 2003. He started as an appraiser with the department in 1976. Mr. Holland said he is learning the functions of Recorder and Clerk. The County Clerk’s office is involved with birth certificates, marriage licenses, voter registration, fictitious business statements, and death certificates. Elections are also within the function of the County Clerk, including designing precinct boundaries and conducting elections. Mr. Holland will strive to increase voter registration and also maintain accurate rolls. There were approximately 24,000 inactive voters removed from the rolls. A voter is cleared if they have not voted in 2 consecutive federal general elections. Mr. Holland pledged his office will be non-partisan.

  The Assessor’s function is two-thirds of his department with 65 employees. Current assessed value in the County is $38.6 billion. The total property tax levy is $414 million. School districts receive almost 60% of property taxes after the money makes a trip to Sacramento. Of the $414 million, $72.4 million goes into the County’s general fund. Mr. Holland is working to be current with property appraisals so that the corresponding revenue is received timely.

  The Recorder’s function is being upgraded with technological improvements. Exploratory meetings have been held with title companies to streamline the Recorder’s office. In the future the technology will be available in Santa Maria to record documents there.

  The County’s GIS system has changed because of AB 2238. Addresses of public officials and public safety personnel must remain private. Mr. Holland’s office will send a CD to any district which needs the information previously available through their GIS system. Long term internet or intranet solutions are being explored.

LAFCO Report:
  Tim Campbell reported that LAFCO approved 2 Orcutt subdivisions. Preliminary work on LAFCO’s budget has started. It is expected to be approximately 10% less than the previous budget.

Legislative Update:
  It was noted that Michael Gotch is no longer in his governmental staff position.

  Heather Halsey stated the current legislative update will be posted on our website at www.sbsda.org She noted several pending bills, including AB10X regarding the fee structures of the State Water Resources Board and State Air Resources Board, SB83 (Soto) concerning assessments and AB474 (Salinas) on record retention for government.

  George Emerson reported on the recent CSDA legislative meeting. Several bills were noted including AB208 (Jackson) that could cause problems with Regional Water Quality Control Board power and infrastructure costs, AB406 (Jackson) on EIR’s, and AB451 on biosolids.

  All were urged to attend the CSDA Government Affairs Day on April 1-2nd.
