Call to Order:
Vice-President David Schwartz called the meeting to order at 7:10 p.m. The attendees were introduced.

Treasurer’s Report:
Chuck Arnold reported the checking account has $3,280.73 and savings account has $4,180.74.

Election of Executive Board:
The proposed chapter officers for 2003 are: John Fox for President, David Schwartz for Vice-President, Cathy Schlottmann for Secretary, Chuck Arnold for Treasurer, George Emerson for Immediate Past President, Larry Wilson for 1st District rep, Chuck Evans for 2nd District rep, Larry Meyer for 3rd District rep, Bruce Nix for 4th District rep, and 3 at-large reps, Mitch Bernstein, Charles Blair, and Jim Raggio.

The motion was made, seconded, and unanimously passed to elect the chapter executive board. It was stated the next executive board meeting will be held February 5th.

Retirement Acknowledgement:
Cathy Schlottmann introduced Walter Burnett, who is retiring after 23 years servind as a Mission Hills CSD director.

Mr. Burnett also served this chapter for many years, holding various offices including LAFCO representative. A plaque was presented noting his years of service to this chapter.

LAFCO Report:
Charles Hamilton reported there is nothing to report on the progress of the Technical Advisory Committee regarding municipal service reviews. Bob Braitman noted there will be a meeting prior to March 6th.

Charles Hamilton urged lobbying local schools to include special districts in their curriculum. They currently only teach forms of government as cities and counties.

Legislative Report:
Heather Halsey reported on the legislative session recently started, its focus is expected to be on the state budget deficit, ERAF, and Proposition 218 reforms. Several bills were mentioned for following including AB124 and SB83. George Emerson said that each legislator is now limited to introducing 40 bills, this previously was 30.

Special District Selection Committee:
Bruce Nix, the chairman of the Special District Selection Committee, said the LAFCO terms of John Fox and Carey Rogers will be expiring this May. A meeting of this Selection Committee, which includes the chair or designate of every independent special district in the county, will be called to elect the representatives for these seats. He suggested a selection committee to propose candidates. It was noted that any director of an independent special district can run. Discussion was continued to the Executive Board meeting on February 5th.

Guest Speaker: William Fleet, Publisher of the Santa Barbara NewsPress:
David Schwartz said Mr. Fleet and Jerry Roberts recently met with several special district representatives to discuss issues. Will Fleet noted a newspaper is several businesses, including advertising, sales, printing, and also being a source of news. The NewsPress has 225 employees and 250 contractors on the delivery side. It was noted that between 70% and 80% of both the readership and revenue comes from advertising. There have been changes to the NewsPress and it is working harder to be more responsive to the peopleand cover the entire county better.

If a district wants to submit an op-ed article, they can contact Travis Armstrong at 564-5161. Letters to the Editor are limited to 250 words. An author can submit a letter to the editor once every 30 days.

David Schwartz adjourned the meeting at 8:23 p.m. The next chapter meeting will be held on Monday, February 24, 2003 at the Royal Scandinavian Inn in Solvang.
