President John Fox called the meeting to order at 7:15 p.m. The attendees were introduced.

The minutes of the May 20, 2002 meeting were approved.

Treasurer Chuck Arnold reported that our checking account has a balance of $3,220 and the savings account has a balance of $8,652.

President John Fox and Vice-President David Schwartz were not able to attend the Executive Board meeting. Mitch Bernstein was appointed as the temporary chair. The board recommends that we appoint Mitch Bernstein as our alternate representative to the LAFCO Technical Task Force.

Chuck Hamilton was introduced as our Special Districts representative to the LAFCO Task Force. He spoke about his twenty years experience in special districts management and his experience with the legislation that has created our current LAFCO procedures. He offered to be available to all of our members by phone at his district to discuss the issues.

Program Committee: Pedro Nava and a member of the staff of the Coastal Commission will be our speakers in July.

Web Site Committee: Larry Meyer put up a link to OPR on our Web page.

LAFCO: Carey Rogers reported that the Commission agreed that the Special Districts Association could appoint their alternate to the Technical Task Force. She nominated Mitch Bernstein to be the alternate. John Fox reported that Ron McLain of the Montecito Fire Department volunteered to be the alternate. David Schwartz amended the motion to appoint Ron as the primary alternate and Mitch as the secondary alternate. Amendment accepted by C. Rogers. Motion seconded and passed.

Carey Rogers also reported on the hiring of a consultant, Pamela Cosby, by the Commission to facilitate the Task Force meetings and help prepare the guidelines.

Guest Speaker: Dr. Charles Blair spoke on the native plants of Santa Barbara County. His slide presentation included many beautiful specimens growing in the Lompoc Valley. He then spoke on the noxious weeds, or invasive exotic plants, that are not native and are destroying the native plants. These plants are costing our state millions of dollars annually in economic loss. Again, he presented excellent slides of these specimens.

Bruce Nix announced that Jim Raggio of Lompoc Health Care District had asked him to call a meeting of the Selection Committee for the purpose of changing the formula of payment for the LAFCO budget by Special Districts. A bill is pending in the State Legislature to not use the operating revenues of health care districts in determining their share. If it passes, it will be effective January 1, 2003. Mr. Raggio is requesting that we use that formula now. The association decided to wait until January 2003 to see if the legislation passes.

Meeting was adjourned at 9:15 p.m. The next chapter meeting will be July 22, 2002 at the Royal Scandinavian Inn in Solvang.
