Call to Order: President Fox called the meeting to order at 6:58 p.m. The attendees were introduced.
Approval of Minutes: Motion, second, to approve the Minutes of the January 28, 2002 meeting. Unanimous.
Treasurer’s Report: Chuck Arnold reported the checking account balance is $3,238.71 and the savings balance is $8,641.59. It was noted that 14 districts have paid their 2002 membership dues and there were 19 members last year.
Executive Board Report: President Fox said that at the February executive board meeting there was discussion of future meeting programs, LAFCO municipal service reviews, and committees. Our by-laws will be reviewed and updated, Walt Burnett of Mission Hills CSD will help with this task.
Committee Reports:
Program Committee: David Schwartz said our next meeting will be at the Royal Scandinavian Inn in Solvang for a presentation by Santa Barbara County and LAFCO on the importance of district infrastructure maps and GIS.
LAFCO Report: Tim Campbell reported that LAFCO has been very busy. During upcoming municipal service reviews both the competency of managers and response times will be considered. The draft LAFCO budget will be available at the end of March. The effort to expand the vector control district to all non-incorporated areas of the county is progressing.
CSDA Report: CSDA Governmental Affairs Day will be held in Sacramento March 11th, and attendance is encouraged. Attendees will have an opportunity to meet with legislators and discuss issues.
New Business: Jerry Smith noted that the multi-jurisdictional solid waste task force is including bio-solids, information will be soon be out to the cities and sanitary districts on this. Contact Jerry for further information.
Old Business: George Emerson said that copies of information on a variety of topics from the CSDA fall conference are available tonight on the back table.
Guest Speakers: Bob Pohl: Mr. Pohl, a candidate for the 35th Assembly District, reviewed his experience and qualifications. He has been a teacher since the 1970’s. His platform includes developing opportunity through achievement. He is a supporter of small business.
Merrily Karr: Ms. Karr is a candidate for the 33rd Assembly District. She reviewed her experience, qualifications and platform. She noted she is bilingual (Spanish), has worked with the California Rural Development Council, and compared the effects of collective societies with those societies where the individual is emphasized.
Larry Houlgate: Mr. Houlgate is also a candidate for the 33rd Assembly District. He is a professor of philosophy and law at Cal Poly San Luis Obispo. He is involved with Amnesty International and has served on medical ethics committees.
There was general discussion with the candidates concerning the roles of special districts and the complexity of balancing the issues, for instance jobs, housing, and the environment.
Adjournment: John Fox adjourned the meeting at 8:55 p.m. The next chapter meeting will be held on Monday, March 26, 2002 at the Royal Scandinavian Inn in Solvang.
