Call to Order: President Fox called the meeting to order at 6:45 p.m. The attendees were introduced.

Acknowledgement Award: John Fox and Carey Rogers presented a plaque to George Emerson in honor of the two years he has served as President of this organization.

Approval of Minutes: Motion, second, to approve the Minutes of the December 17, 2001 meeting. Unanimous.

Treasurer’s Report: Chuck Arnold reported the checking account balance is $4,063.49 and the savings balance is $6,141.59. It was noted that member districts are submitting annual membership dues.

Executive Board Report: President Fox said that at the January meeting some brainstorming was done by the board to stimulate membership and programs. It was noted a few special programs/workshops are being considered. Any suggestions for programs can be given to a member of the executive committee.

Committee Reports:

    1. Program Committee: It was stated the monthly programs will be split between speakers and special events. The program for the next meeting will be a candidates’ forum for the 33rd and 35th assembly seats. As a result of redistricting, there will not be a state senate election in our county this year. A workshop with a panel of attorneys is being considered.
    2. Our next meeting will be February 25th.

    3. Membership Committee: This committee needs a chair. It was suggested that each member district visit a board meeting of a nearby non-member district to encourage membership.
    4. Website Committee: Larry Meyer asked for articles from member districts for inclusion on our website, and also for suggested changes to our website. To send e-mail to our electronic mailing list, the address is sbsda@sbsda.org.

LAFCO Report: LAFCO did not meet in January. The next meeting will be February 7th in Santa Maria. It was stated that there is statewide discussion on changing the allocation for the 1/3 funding of LAFCO budgets. Tim Campbell noted that we special districts can consider this within our county and change the allocation formula. Stateside there is discussion of standards for LAFCO municipal service reviews. These LAFCO reviews will be completed for every governmental entity within the state by 2006.

Guest Speakers: Deborah Linden, Commander, S B County Sheriffs Dept., and Dr. Elliot Schulman, S B County Public Health Dept. Health Officer: Commander Linden said that because of September 11th, there has been expanded cooperation between the Sheriffs Dept and the Public Health Dept. All law enforcement agencies within the county have adopted the same protocol. Initial response is by both law enforcement and fire department personnel. The first concern is the safety of all concerned, both the public and the responding public safety officers. Santa Barbara County has an Initial Assessment Team (IAT) protocol wherein a fire chief, a sheriff lieutenant, and a public health officer jointly assess each situation. Additional resources in this county include negotiators, SWAT team, search and rescue team , and helicopters as well as access to federal and state agencies. Because of our history of natural disasters, including wild fires, floods, and earthquakes, many of these cooperative procedures have been in place for a number of years.

It was stated the FBI is involved with every anthrax hoax, and every hoax will be prosecuted. The two primary terrorist targets are considered to be Diablo Canyon and Vandenberg AFB.

Dr. Schulman noted the county has a bio-terrorism response manual and a network that includes all the doctors in the county and extends to the Center for Disease Control. Anyone exposed to anthrax or smallpox could be vaccinated within the guidelines for prevention.

It is most important for us to be alert and aware of our own systems and surroundings. If there is anything suspicious, call the Sheriffs Dept. Because of the importance of the basic services we special districts provide, we should each be able to be self-sufficient for 72 hours. Dr. Shulman said he considers aerosol threats of such things as smallpox or hemorrhagic fever greater than threats delivered via a water system.
